Rodge, I think they are expensive no matter where you live. Obviously if you're outside the States like we are, then we're screwed.
Maybe the ipad 3 is a better product for my needs... Apple is just cruel... the ipad 3 and iphone 4s capabilities are pretty much

Not much difference from the iPad 2 to the 3. It is fast though. Been messing around with the new one tonight. Love it. The iPad 2 is 400 bucks now. Got the 32 gig. Gonna Take some drum videos of my playing soon. But the mic kinda sucks. Heard rumors that the iPhone 5 is coming out late fall. I need to upgrade myself. Gonna stick it out and get the 5.

They are actually very cheap. Just don't have service.
I got my iPhone for $40 (used) off craigs list.
Amazing little device, Tempo Advance is an amazing practice tool. The phone has all the iPod music abilities of course. And you can play whatever games, angry birds, or whatever, on flights or such to kill time... sometimes it's even fun to just listen to weird phrasing that you can program with Tempo...
Buy a used one. Forget activating it. Just use it as a small mobile computer. Cheap. Awesome. Can't beat it.
Not sure about Tempo, but even the new Galaxy Pad's are like $200 bucks. Just forget the BS data plans they try and push. Just use it as a standalone device. Almost everywhere has WiFi anyway.

I like the Sleep Cycle app. Also Shazam that can listen to music and tell you what it is
(like if you're in a bar and you want to know which music is playing) and I really enjoy the
Rdio app. Much better UI and UX than Spotify.

Although my iPhone 3Gs has slowed down a bit it's still awesome.
Some of the apps I love:
Tempo
Spotify(offline playlist option rules!)
iReal Book(older version great, play-along option is great too for learning tunes)
Nanoloop
And of course Fatbooth..
